When it comes to using computational models in natural resource management, the realistic modelling of human behaviour is arguably the weakest point. We describe our initial experiments with an alternative approach to model decision making under uncertainty. Here, uncertainty is not seen as the modeller’s ignorance of an agent’s behaviour, but as the agent’s genuine indecision on what action to take, which may lead to contradictory or irrational behaviours as often observed in real life. The approach also allows to model the two-way interaction between social context and agents' behaviour. As a demonstrational example, we show how agents can organise into different ideologies solely as a response to the agents’ desire to minimise the discomfort due to holding conflicting beliefs. We then discuss how increasingly large data sets collected on the general public’s attitude towards climate change and other environmental issues can help parameterise the model and further develop the approach.
